The six-foot rule is the construction trigger. Under 29 CFR 1926.501(b)(1), construction work requires fall protection at an unprotected side or edge six feet or more above a lower level. It does not apply to most manufacturing and aerospace facility work. General industry, which covers ongoing manufacturing operations, triggers at four feet under 29 CFR 1910.28. Confusing the two is a common and costly mistake.

In general industry, the trigger is four feet to a lower level (29 CFR 1910.28). In construction, it is six feet (29 CFR 1926.501). Lower thresholds apply over dangerous equipment regardless of height. Fall protection is usually grouped into four approaches: elimination or prevention (removing or guarding the hazard so no one can reach the edge), passive systems (guardrails and covers that need no worker action), fall restraint (keeping the worker from reaching the fall hazard), and fall arrest (stopping a fall in progress with an anchor, connector, and full-body harness). The hierarchy favors eliminating and guarding the hazard before relying on a system the worker has to use correctly.

The 2016 final rule updating 29 CFR 1910 Subparts D and I is the current general-industry standard. It modernized the walking-working-surfaces rules, added personal fall protection criteria under 1910.140, and set phase-in deadlines, including the requirement that fixed ladders over 24 feet use a ladder safety or personal fall arrest system, with cages and wells fully phased out by November 18, 2036.
