What are the OSHA standards for elevated platforms?
Elevated platforms, including the top platform of a mobile stair unit, are walking-working surfaces under OSHA 29 CFR 1910 Subpart D. Fall protection is required at 4 feet or more above a lower level (29 CFR 1910.28(b)(1)), and guardrail meeting 29 CFR 1910.29(b) (top rail at 42 inches, plus or minus 3 inches, rated for 200 pounds of force) is the standard control at open sides and edges. A mobile stair system built to those criteria carries its compliance with it from task to task.
Are elevated platforms considered fall hazards?
Yes, once the surface reaches OSHA’s 4-foot general industry trigger (29 CFR 1910.28(b)(1)). A mobile stair platform positioned at racking, machinery, or vehicle height puts the worker at or past that trigger on every use. Guardrail on the stairs and the platform is what keeps the unit itself from becoming the hazard.
What is the OSHA 4 foot rule?
The 4-foot rule is OSHA’s general industry trigger under 29 CFR 1910.28(b)(1): fall protection is required for each worker on a walking-working surface with an unprotected side or edge 4 feet or more above a lower level. Warehouses, plants, and maintenance shops where mobile stairs work all fall under general industry.
